I am trying to get on my network at work. When I get to a certain stage it says I may be at risk?

When I get to a certain stage of the set up a pop up comes from the tool bar saying you may be at risk. I shut windows fire wall off but when it gets to that point it auto turns on with the pop up. What am I doing wrong? I can not det on the network.
