By (impartially?) influencing uneducated voters, could the Clintons possibly be facing legal charges?

First off, let me just emphasize that I am fully aware that every American has the right to vote for who they want, for whatever reason they want. But the reality is that there are countless uneducated voters who will likewise be influenced solely by a candidate's political agenda, which will obviously come off off as impartial, although it may in fact be a deliberate attempt to sway uneducated voters who would in a sense know no better than to vote for that candidate based on what they hear. Unfortunately there is no way, at least not that I know of, to investigate whether a canditate was in fact engaging in such tactics since their campaign strategies always seem to automatically come off as impartial without any dispute; in fact I am not even sure that such strategies are illegal.
